Make the structure work for buyers, not only departments
Start by listing the audiences and tasks the website must support. A prospective customer may search by industry, application or service, while an internal team thinks in terms of divisions. Navigation needs to bridge that difference. Define which pages provide an overview and which explain a specific capability in useful depth.
A page inventory should include the owner, purpose, source information and review status for each page. Decide what belongs in the primary navigation and what can sit in a resource library. Consolidate duplicate material before design begins instead of preserving a confusing structure simply because it already exists.
